(Adds comments from Donovan and more details.) WASHINGTON -(Dow Jones)- The Federal Housing Administration, faced with depleting capital reserves, is seeking authority from Congress to raise annual borrower premiums as well as new powers to shield its insurance fund from fraudulent lenders.
