   Your mortgage broker is right. To qualify for an FHA loan you must be taking procession and moving into the home immediately after closing. If the home has tenants for the next year, you would have to get a conventional mortgage, and 20% down is the normal amount for all conventional mortgages. I would continue to hunt for a property with no tenants.
