Can we use FHA 203k loan to put a roof on?

The roof on the house we are looking to buy might not pass appraisal from FHA. The seller will not place on a roof. In order to get the loan, can we take out the FHA 203k loan and place the money in escrow to then fix the roof? THe roof doesn't leak but a few shingles are curling…I hope it passes.
