Does a tax credit apartment use your high or low income?

I applied for a tax credit apartment in Los Angeles, CA. (Thomas Safron Properties). My current and anticipated income is $100 under the tax credit maximum of $33,300. But I was rejected I believe (reasons not given to me yet) because the apartment owner added $82 overtime and a $700 bonus. Both the overtime and bonus are non-recurring, temporary, sporadic income; my employer verified/stated in writing it is not “anticipated” I will receive any more overtime, bonuses or other income. I read the HUD tax credit compliance manual which states “sporadic”, temporary, and non-periodic income must be excluded from the income calculation. If I win this fight I get an apartment valued at over $1300 for $850 per month. Is this worth the fight? Who do I complain to? Thanks much.
