Exterior Homes has Lead?

We bought a hud owned home. The inside report came back with small levels of lead in two closets. The out side of the home has alot of lead. How do i get this take care of. We want to place siding on the home. But can we just place siding over it. Will it effect us living inside of the home. We having someone coming out to take care of the two closets. But I am worried about the outside. We have rehabed homes before but never had to deal with lead.
