If this 4.5% morgage rate goes through, who is elligible? ?

Anyone? Or only those funded by FHA or near foreclosure? Any hope for those of us who really waited until we saved up a downpayment and made wise choices in purchasing a home?
Is this for just buys, or for refinancing as well?

    Hopefully everyone is. I’m in the same boat as you- saved up a nice down payment, bought a house that costs less than 25% of my monthly salary… yet I’m stuck bailing out people who were about as smart as a rock when buying their homes. I want a lower rate too, then I can pay off my house sooner!
