FHA Loan Rates News, 30 Year Fixed Rates Mortgage New Low Record

The national average interest rate on the benchmark 30 year fixed rates mortgage averaged 4.85% in the week ending Thursday, setting a new record low dating back to 1971, according to Freddie Mac’s weekly survey. That rate is down from last week’s 4.98% and the year-ago 5.85%.

The 15-year fixed-rates mortgage averaged 4.58%, a record low dating back to 1991, down from the week-ago 4.61% and the year-ago 5.34%.

The five-year Treasury-indexed hybrid adjustable-rate mortgage averaged 4.96%, compared with 4.98% a week ago and 5.67% a year ago.

One-year Treasury-indexed ARMs averaged 4.85% this week, down from last week’s 4.91% and the year-ago 5.24%. “The Federal Reserve’s announcement that it intends to buy Treasury securities over the next six months caused bond yields to drop and mortgage rates followed,” said Frank Nothaft, Freddie Mac vice president and chief economist.

DONOVAN ACCEPTS $125 MILLION IOWA DISASTER RECOVERY PLOT

State to fund housing and economic development in the wake of 2008 storms

WASHINGTON – U.S. Housing and Urban Development Secretary Shaun Donovan today accepted a $125 million plot to support long-term disaster recovery in Iowa following last year’s series of devastating storms and flooding. Funded through HUD’s Community Development Block Grant (CDBG) Program, the Iowa recovery plot seeks to rehabilitate and construct affordable housing, build critical public infrastructure, and support economic revitalization.

“Last year was not terribly kind to the State of Iowa and the process of rebuilding homes and critical infrastructure will be a long one,” said Donovan. “But all Iowans should know that HUD will work with State and local officials to cut red tape where we can and accelerate the pace of recovery as much as humanly possible so Iowa can recover from these devastating storms.” (more…)

HUD-DOE Agreement Will Help Spur a New Industry to Make Jobs for the Middle Class

PHILADELPHIA – U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Energy (DOE) Secretary Steven Chu today announced a major partnership between HUD and DOE that will streamline and better coordinate federal weatherization efforts to make it much simpler for families to weatherize their homes and spur a new home energy efficiency industry that could make tens of thousands of jobs.

Vice President Joe Biden, joined by Secretary Donovan and Secretary Chu, praised the announcement during his remarks at a meeting of the White House Task Force on Middle Class Families in Philadelphia.

“Today in Philadelphia, I am proud to announce that the Energy and HUD Secretaries are joining together in an historic partnership to make thousands of jobs in the retro-fitting and weatherization industry,” said Vice President Biden. “This partnership is exactly the type of leadership and ingenuity we need to get this economy going again.”

HUD and DOE have made a high level interagency task force to coordinate home weatherization efforts under the American Recovery and Reinvestment Act, and to leverage those funds to build a home energy efficiency industry in the U.S. that will: make or retain tens of thousands of jobs, lower energy costs of vulnerable low-income households, and reduce greenhouse gas emissions.

“This partnership will help build an industry and save or make thousands of jobs,” said Secretary Donovan. “In addition to saving and making jobs, we have an opportunity to make our affordable housing stock, as well as all housing, energy efficient with the funds provided through the President’s Recovery Plot. I look forward to working with Secretary Chu in the very vital partnership.”

“This partnership will help place Americans back to work while saving families hundreds of dollars on their energy bills,” Secretary Chu said. “It reflects the Obama-Biden Administration’s commitment to moving swiftly to restore our economy and offer real help to hardworking families who are struggling to make ends meet.”

HUD and DOE will allocate $16 billion in economic recovery funds to retrofit existing homes. HUD’s programs include $4.5 billion to renovate and upgrade public and Native American housing (a excellent part of which will be invested in energy improvements) as well as $250 million for energy retrofits of privately owned federally helped housing. DOE will invest $5 billion in weatherization funds; $3.2 billion for a new Energy and Environment Block Grant that cities and states can use to retrofit homes; $3.1 for the State Energy Program; and other programs.

These economic recovery funds provide an historic opportunity for the two agencies to work together to accelerate deployment of energy efficient and green building technologies in millions of homes – and at the same time to help make a highly qualified, highly trained, and high-performing workforce.

The new interagency task force will:

  • Provide guidance to public and helped housing. HUD and DOE will work together to provide a common set of guidelines and specifications for retrofitting public housing, as well as privately owned, federally-subsidized rental properties. These guidelines will help the nation’s 3,300 housing authorities, housing 1.2 million families, on how to use about $4 billion in Recovery Act funds to “go green” through sound energy efficient building practices.
  • Coordinate expenditure of economic recovery funds. HUD and DOE will sign an Interagency Agreement within 30 days on coordinating the use of weatherization help, energy efficiency and conservation block grant and other recovery funds in local communities. These include, for example, exploring ways to increase the use of weatherization funds in public and helped housing, and coordinating the use of CDBG and EECBG funds in local communities. The HUD/DOE collaboration will help catalyze a home performance/energy retrofit industry in the U.S.
  • Develop common baseline for measuring energy efficiency measures. HUD and DOE will lead a government wide effort to develop a common baseline for measuring home energy use and the gains from efficiency improvements. The goal of this effort is to provide the information base and metrics necessary to help support a national energy efficiency market for the housing sector. In order to assure that homeowners get the savings that they have invested in, HUD and DOE will work with the Environmental Protection Agency (EPA) and industry experts to develop and disseminate a tool that will provide homeowners and consumers with an simple way to assess the relative energy efficiency of their homes, and the effectiveness of investments in energy efficiency.
  • Develop new home energy financing products. HUD and DOE will also explore home energy disclosure and audit standards as well as new financing tools that will enable national scale investment in residential energy efficiency. These include greater use of revolving funds, expanded energy mortgage financing tools through the Federal Housing Administration, as well as exploring the use of DOE loan guarantee authority in the residential sector.

HUD and DOE will report monthly to the Vice President on the progress under this collaborative effort.

HUD ANNOUNCES $63,000 SETTLEMENT IN HOUSING DISCRIMINATION CASE
White tenants forced to go for hosting black neighbors at their home

WASHINGTON – The U.S. Department of Housing and Urban Development today announced that it has obtained a $63,000 settlement in a housing discrimination case involving a white family who was forced to go from their Tallassee, Alabama home after a visit from their African American neighbors. Brought under the Honest Housing Act, HUD alleged that the family’s landlord told the tenants that they had to leave if they intended to have African-American visitors.

A formal investigation conducted by HUD showed that last February, Melissa Jones and her fiancĂ© entered into a lease agreement with owners Wilbur and Julie Williams to rent their property in Tallassee, Alabama. Last June, while Ms. Jones and her fiancĂ© were talking with African-American neighbors in the front yard, the Williamses drove by and saw the couples talking. Later that same day, Ms. Williams called Ms. Jones and allegedly said, “If y’all want to have African Americans to visit, we’re going to question you to go…We’re not having those people at our property. We own the property and…that’s never happened and We’re not going to start today with it happening.” Ms. Williams allegedly made similar discriminatory comments on at least two other occasions. Based on these statements, Ms. Jones and her family vacated the property.

HUD charged the Williamses with violating the federal Honest Housing Act for making discriminatory statements, and for intimidating and coercing Ms. Jones and her family into vacating the property prior to the end of their lease.

A Consent Order, filed with the HUD Office of Administrative Law Judges, requires the Williamses to pay Ms. Jones and her family $53,000 for compensatory hurts and attorneys” fees, and a $10,000 civil money penalty to the federal government. The Williamses must also take part in honest housing training and are enjoined from any further violations of the Honest Housing Act.

“America has struggled hard to promote and sustain racially integrated neighborhoods,” said Bryan Greene, General Deputy Assistant Secretary for Honest Housing and Equal Opportunity. “A person has the right to associate with whomever they choose, regardless of their race. When anyone interferes with this right to deny a family their legal housing rights, HUD will not hesitate to act.”
