As the foreclosure crisis continues to sow misery in Northeast Ohio, HUD which has owned more than 2,000 homes in Cuyahoga County in the last few years alone, has helped perpetuate the fallout with policies that, at times, makes the agency no better than a slum landlord or seller who flips properties without compunction, critics say.
