    They are slightly different programs that do the same thing–provide housing for low-income families that might not otherwise be able to have a place to live. "Section 8" refers to the US Department of Housing and Urban Development program which allows you to choose where you want to live. Your "section 8" grant follows you, and no matter where you live–which house, or which apartment–as long as it has been inspected by the government and meets certain standards, you can use your "monthly grant" at that place.
    Housing is similiar–but you can only live where the government has built the buildings. (Less choices are available.)
