what you should be a reasonable offer in a foreclosure?

The house is listed for 79900. Just cash offers. The broker said the bank will accept 203k fha loan and he wants me to offer 99,000, since there is an existing cash offer for 76,000. I am complete confused cause I don’t know if its right about the cash offer of 76 and he is just pushing.
