Why is HUD so picky about who gets housing with them?

Like I know it’s income based but it seems like a lot of the housing programs require you to either be elderly, disabled, and part of a family that makes no more than ,000-,000 in resources. Why come a student with maybe a workstudy income not count, or a single person who may not have any income. Or if someone or a family make just barely above the maximum amount required in income?
